America’s largest school choice program was established last year after Doug Ducey, the former governor of Arizona, passed a law. Katie Hobbs, Mr. Ducey’s replacement, wants to reverse that development. Arizona created Empowerment Scholarship Accounts, a type of school savings account, in 2011. With an ESA, parents can use up to $7,000 of their child’s state-funded education funding to cover costs like private school tuition, tutoring, books, online courses, homeschool curricula, special needs therapy, and other costs.
